Background of the Study:

Definition:

Enrollment the process of initiating attendance to a school

Process or processing typically describes the act of taking something through an established and usually routine set of procedures to convert it from one form to another, as a manufacturing or administrative procedure, such as processing milk into cheese, or processing paperwork to grant a mortgage loan.

A procedure is a specified series of actions or operations which have to be executed in the same manner in order to always obtain the same result under the same circumstances (for example, emergency procedures). Less precisely speaking, this word can indicate a sequence of tasks, steps, decisions, calculations and processes, that when undertaken in the sequence laid down produces the described result, product or outcome. A procedure usually induces a change. It is in the scientific method.

The Far Eastern University

Overview:

Far Eastern University was founded in 1934 when the Far Eastern College and the Institute of Accounts, Business and Finance (IABF) merged. Far Eastern College, founded in 1919, had been a liberal arts college in Quiapo; the IABF had been established (originally under the name Institute of Accountancy) by Nicanor Reyes, Sr., head of the Department of Economics of the University of the Philippines, with a number of other prominent educators in 1928. IABF had been originally predominately used by night students, and the new university, which was supported by the tuition provided by its students rather than government grants, soon demonstrated that a private university was financially sustainable in the Philippines.

In its earliest days, FEU was housed in a converted tobacco factory already present on the four hectare (nearly 10 acre) plot which would eventually host the current campus. Reyes Sr. was appointed the first president of the University, which spent its early years establishing several of its institutes, including those of Law and Technology. Reyes commissioned Pablo Antonio, who would later be

titled National Artist of the Philippines, to construct a building for the school. In 1939, the Nicanor Reyes Hall, which would later house the library and Institute of Accounting, Business and Finance, opened. Two other buildings by Antonio, the Girls’ High School Building and Boys High School Building, followed in 1940 and 1941, by which year FEU had 10,000 registered students, with an international student population of 400.

During World War II, the campus was occupied by the Imperial Japanese Army, who left only its shell unharmed. Dr. Nicanor Reyes having been killed during the occupation, Dr. Hermenigildo B. Reyes was appointed the second president of the University when it reopened in 1945.

Thereafter, FEU continued to expand, with the opening of a Science Building and the establishment of the Institute of Medicine and the School of Nursing. In 1955, the FEU hospital was opened. Humanities were introduced in 1959, and in 1970 the Institute of Architecture and Fine Arts opened. Also in 1970, the for-profit status of the Institute of Medicine, School of Medical Technology, FEU Hospital and the Student Health Service Clinic was altered, when these were converted in the FEU Dr. Nicanor Reyes Medical Foundation, a non-stock, non-profit educational foundation.

1989 introduced substantial revitalization to FEU that took place over a number of years, with renovation and modernization of facilities and grounds and upgrading of the University’s educational standard. This resulted in the accreditation of the Institute of Arts and Sciences, the Institute of Education, and the Institute of Accounts, Business and Finance, and, in the mid-1990s, the deregulation of the University by the Commission on Higher Education. The auditorium was upgraded to accommodate modern stage productions and the new twice-monthly presentations by local and international artists established by the President’s Committee on Culture. The University also prioritized publication, launching a number of scholarly journals, and began networking with other institutions nationally and abroad.

Problem Statement:

The following are the problems encountered during enrollment:

On Student’s Enrollment

Due to the massive irregular students the time consuming really affects specially when a student took a lot of his/her time on choosing his/her schedules.

  • The computer system doesn’t response very quickly.

During that time all of the computers in the offices are working and probably the speed process is very much affected.

  • Credited subjects sometimes appear on the system as not credited.

If this problem happens the students will face another long process just to solve the issue.

  • Pay the organization fee before you get the COR.

Organization fees are costly and why not charge the student a week after or even a month after because the students had just paid their tuition fees.

On Post Enrollment:

  • The appointed rooms in the COR are sometimes not the real ones.

Based on our experiences when classes began, sometimes teachers took time or even a week of anticipating them to come but after all we’ll noticed that the assigned room for us is not for us.

Case Objectives

In order to achieve the greatest possible result in response to the problem of enrollment, the following objectives must be set:

1. To Update the computer and system

2. To orient the enrollment personnel

3. To develop and easy the enrollment procedures

4. To attract students through service provided by the school

5. To improve and enhance the current system

Root Causes of the Problem:

  • Complicated and Incomplete Enrollment Procedure.
  • The computer might be old or its processor is not enough to serve its purpose.
  • The Enrollment personnel sometimes misunderstood the concern of the enrollee.
  • The computer system for Enrollment is outdated

Recommendations and Benefits:

The proposed Quality Improvement Plan focused on the following cited areas of the Enrollment Process of the University.

1. Revision of the number of enrollment personnel.

PRESENT

At present, the university handles the enrollment by assigning a 1 or 2 personnel by course which assists the students to their scheduling but due to have a massive students it cause traffic.

PROPOSED

We recommend increasing the number of personnel to the course who’s having a large population.

2. Revision of the system of the computers used in Enrollment.

Present

At present, we have observe the computers allotted for enrollment and we noticed that the system is not consistent, meaning there’s a problem with regards to the functionality that sometimes it logs and because of that problem it affects the time management of both enrollees and the enrollment personnel.

PROPOSED

We are proposing for updates for the system or updates for the computer itself.

One plan that we have is the proposed regular maintenance for the computers that will surely be a big help for the speed process and prevents from logging.

There will be an assigned technician who will do the maintenance job before the enrollment starts and will do it regularly.

3. Revision on universities computer system on the issue of credit subjects.

Present

FEU usually go to a long procedure just to clear your credit subjects. Especially if you are a transfer students.

Putting it to universities computer system will take for a while, they usually just put it in the universities paper files.

Proposed

They should immediately put your credit subjects in the computer system.

In this way, students:

a)Will have an easy way on enrolling

b) Properly consume his/her time and don’t need to go to different offices just to clear out his/her credit subjects.

c) Not to double their personnel work.

4. Revision of payment of organization fee.

PRESENT

At present, the university is implementing the following enrollment process:

1. Pay tuition Fee

2. Enrollment

3. Printing of COR but pay first the organization fee to claim the COR

PROPOSED

We suggested to include the organization fee in the assessment of the tuition fee which students only pay at once

5. Revision of the COR management before printing.

Present

At present students experience the same problem which is the wrong assigned rooms given on the students in their COR.

With the present set-up the personnel for the room assigning is not fully aware of what rooms are to be assigned that’s why it’s a big problem for students and professors that instead of meeting at the 1st day they can’t reach each other because of the issue that the assigned room for the professor is different from the assigned room for the students.

PROPOSED

We are proposing for an intense checking and validating of rooms that are to be assigned before classes or before the enrollment starts.

We are also proposing for these ideas.

1. Additional Checker for at least one checker for each building regularly.

2. Inform the professors with regards to their assigned rooms before classes’ starts.

Enrollment Process

Based on our topic we really find many problems with regards to enrollment proess that’s why we chose it to be our topic.

Enrollment process in our school Far Eastern University really affect the students specially when enrollment comes, mainly because of the technical problems inside the offices of the Program heads of every Institute and probably it’s the students mistakes also that varies because most of the students cannot follow instructions when they are enrolling.

Based on my experience enrollment process in FEU really matters a lot because I myself when I tried enrolling it took most of my time and that’s the problem.

Our proposal aims to solve the problems of the enrollment process and that is done by doing consecutive research and asking some relevant questions to the program heads and randomly selected students who have problems with enrollment.

We thought that after the proposal and it’s been implemented to our school probably the problem would be solved as well as each and every students will be glad and thankful for the changes that’ll be made with regards to the enrollment process.

(a.) What are the things that we should ask with regards to the Enrollment Process?

-Ask if how enrollment process really works.

-Ask them the advantages and disadvantages of online enrollment.

-Ask them also the pros and cons of manual enrollment.

-Ask them if how do enrollees with failing grades affect their enrollment process.

-Ask if how do they give schedules to irregular students.

(b.) Whom to ask?

-We are planning to ask to those Program heads.

-To those secretaries also with a partial knowledge with regards to the enrollment process

-To students also who have problems with regards to enrollment process.

(c.) What are the Schedules?

-February 10, 2010 (we are planning to finalize all the steps in doing this proposal.)

-February 11-12, 2010 (finding students randomly and ask them if they have problems with regards to the enrollment process.)

-February 13, 2010 (we will proceed to program heads offices to ask questions which will probably solve our curiosity with regards to the problem of enrollment process.)

-February 14 onwards, 2010 (we will finalize our paper and probably will still do a lot of things in preparation for the final output.)

(No. 5b) - DLSUD Enrolment: How to improve the process of checking open or closed subjects

It’s enrolment time in DLSU-D and just like in most government offices, the queues at every counter in the Administration/Registrar building is very much the same, long and chaotic.

The enrollment process is quite simple, well on paper at least.

  1. a student goes to his/her respective adviser, he either uses an Pre-registration or advising form and fills it up with the subjects he/she is going to take this coming semester.

  2. Once accomplished and signed by the Adviser/Department Head, he/she proceeds to the CBA building where the Pre-registration or Advising form is encoded into an official Registration Form.

  3. The student then proceeds to the Accounting Office to pay for the tuition, miscellaneous and other fees.

  4. Lastly, he/she proceeds to the Registrar’s office to have his/her enrollment and ID card validated.

This is the process for regular students – those who belong to a section block. But for irregular students is a bit different, albeit much harder.

After consulting with his/her respective adviser/department head on the subjects to be enrolled, he takes one step before going to the CBA building to have his/her advising form encoded and that is a visit to one of the computer kiosks around campus to see whether or not the subject he/she wishes to enroll in still has an open slot.

A problem caused by insensitive and thick-skinned students

And here is where another bottle neck and a source for a lot of stress happens. This step of the enrollment process gets little attention and supervision from the school administration.

Of course students queue up to use the PC kiosks to check whether the subjects they wish to enroll in are still open – still have open slots. Ideally, this would just take roughly ten minutes because it’s expected that any student who will be using the said PC kiosk already have the list of subjects and would just check the schedule and open slots available.

What’s really happening is that most students would spend at least 45 minutes using the PC kiosk because that’s where and when they would think of what subjects to take and which schedules to follow, usually according to their personal preferences.

It’s fine as long as there are only less then 20 students who are in line to use the PC kiosk, it’s a whole new story if there were like 30+ and in extreme cases, almost 100 students who are in line.

This problem is made worse by insensitive and seemingly less-educated students who cut ahead of the line simply because the one who’s currently using the PC kiosk is a classmate, friend or even a relative of theirs. Most of the time, these thick-skinned students come in groups. So imagine how it all clogs up and bogs down this step of the enrolment process?

This is extremely unfair to the good students who diligently lined up to use the PC kiosk despite of the hunger, stress and time lost. Adding insult to injury, most of these students who cut ahead in the line are the ones who are lavishly dressed sporting the latest fashion.

They have the attitudes of b*tch*s and a**holes who think that they have more right in getting ahead because of what they wear or the kind of gadgets they have in hand or the brand of car they have parked outside. Such is the mind-set of the colonial monkey, social-climber and selfish elite. In Filipino we call them, “makakapal ang mga mukha”.

However, there is still hope, there is a solution to this problem. And my proposal are as follows:

  • The ITC must equip the PC kiosks with an ID scanner that reads the bar codes on every student ID here in DLSUD. Then the ITC must configure the PC or install a program that allows the PC to be used once a student scans his/her ID card. Something similar to what above-average Internet shops use to regulate the use of their PCs for rental.

  • Each student has a maximum of only 10 minutes to use the PC kiosk. Once the time is up, the PC will lock out the current user and the next student must scan his/her ID and the 10-minute usage clock is reset. With this, every student gets an equal access and fair usage of the PC kiosk because the line keeps moving. If a student wants to use the PC kiosk again, he/she must fall in line again to await his/her second turn.

  • Only one student can use the PC kiosk at a time. The Student Formatores or security guards must be stationed near the PC kiosk to maintain order.

  • No student can use someone else’s ID card to use or extend his/her time in using the PC kiosk. Lending your ID or borrowing someone’s ID card is a major offense in the Student Handbook.

This steps are doable and I believe the ITC is more than competent and capable to implement such a setup of the PC kiosks. With this system, every student gets a fair and equal chance to use the same facility we are all paying for. It removes a bottle neck in the enrollment process and makes the whole exercise much easier, more organized and less stressful for all of us students of DLSU-D.

Mar Roxas Accepts Vice President Run in 2010

Senator and president of Liberal Party Manuel “Mar” Roxas II has accepted the challenge offer to run as vice president with Noynoy Aquino in the upcoming 2010 Philippine election. He announced the acceptance to run side by side with senator Benigno “Noynoy” Aquino III as vice president last Monday, September 21, 2009.

The final announcement of the tandem of the two was announced again in Club Filipino, a historical place where many merging and political spectrum happened. Just like when Mar Roxas announced he is giving up his presidential bid to give way to the candidacy of Noynoy, Mar gave in to team up with Noy.

Noynoy on the other hand also made his final announcement that he is accepting the people’s challenge to run as president in the 2010 presidential election in the Philippines at Club Filipino.

The announcement finally closes and paves the way for the official the Liberal Party tandem Aquino-Roxas for 2010. Rest assured that this will be so far the biggest political decision and the strongest political merging of two titans in the political arena in the Philippines today.

1.   Hindi na ho kami nabigla sa mga pangyayari. Una, dalawang taon na pong nangangampanya ang aking mga katunggali habang ako’y kasisimula lamang. Ginagampanan ko rin ang mga tunkulin ko bilang mambabatas habang wala ng inatupag ang ibang mga kandidato kung hindi pangangampanya. Pinabayaan na nila ang kanilang mga tunkulin sa mga taong pinagkatiwalaan sila ng boto. Pangalawa, sa laki ng gastos ng kabilang kampo sa political advertising, at sa pataksil at walang basehang mga paninira nila sa akin, kasama pa ang ang mga pang-uusig na dinaranas namin mula sa administrasyon—ang pagsisante’t paglipat sa mga police directors, mga walang katuwirang desisyon ng Comelec upang alisin ang aming mga kapartido sa kanilang mga katunkulan sa lokal na pamahalaan, mga biglaang paghinto ng administrasyon sa proyekto sa mga probinsyang sumusuporta sa amin, at kamakailan ang pagpigil sa aming mga rally—ang nakakagulat po ay ako pa rin ang nangunguna sa lahat ng presidential surveys.

2.   Bawat araw, nagiging klaro sa aming mga isipan na mayroong maitim na sabwatan sa pagitan ng administrasyon at ng aking katunggali. Kaya nga hindi napigilan ng tagapagsalita ng palasyo ang kanyang sarili sa pagpapasalamat sa isa sa mga kandidato dahil sa kanyang pananahimik bagama’t kailangang tutulan ang maraming katiwalian ng administrasyon.

3.   Ngunit hindi ho ibig sabihin nito’y hindi kami handang haharapin ang mga pagsubok ng kampanya. Marami sila, pero tinitiyak ko sa lahat na hindi namin tatalikuran ang mga ito. Unang-una, ipararating namin ang aming mensahe sa mas marami nating mga kababayan: ang malinis, marangal, tapat, at responsableng pamahalaan na tatapos sa katiwalian, at gugugol sa kaban ng bayan para sa serbisyo sa mga mahihirap upang malunasan ang kawalan ng pagkain at kawalan ng pag-asa. Ito’y matibay at mahalagang mensahe na nauunawaan at mauunawaan ng mas marami pang mga Pilipino. Naipadama na ho namin ang mensaheng ito sa maraming mga kababayan. Sa darating na mga araw, ipagpapatuloy namin ang gawaing ito, at hihigitan pa sa pamamagitan ng mga patalastas.

4.   Naniniwala rin ho ako na hindi pa nararamdaman ang bentaha namin: ang pwersang nagmumula sa aming kakayanang pakilusin ang aming mga volunteers sa iba’t-ibang bahagi ng ating bansa. Inaasahan naming mangyayari ito kapag pormal nang nagsimula ang kampanya ngayong Pebrero, na siya ring buwan ng makasayayang People Power.

5.   Hindi ho bago sa akin ang mga pangyayaring ito—pinagdaanan ko na ito. Noong una akong tumakbo bilang congressman noong 1998, hinarap ko ang walong mga katunggali at sa simula’y nakamit ko ang dalawa sa bawat tatlong boto. Matapos nito’y pinagtulungan nila ako—lahat ng maibabato ay ibinato nila sa akin, at nangalahati ang aking mga numero. Ngunit dahil walang katotohanan ang kanilang mga paninira, at dahil sa aking mensahe ng pag-asa at pagbabago, sa huli ako rin ang nanaig.

6.   Ang sana’y hindi natin kinakaligtaan ay ako pa rin ang nangunguna sa lahat ng presidential survey—simula noong idineklara ko na ako’y tatakbo bilang pangulo hanggang sa araw na ito. Ipinapangako ko sa lahat, lalo na sa mga nagtitiwala at sumusuporta sa akin—na kapag pormal nang nagsimula ang panahon ng pangangampanya, lalo kaming magsisikap upang patuloy na mangibabaw sa labang ito. Sa tulong ng Liberal Party at ng aking running mate na si Mar Roxas, bibigyan natin ng katuparan ang pag-asa ng lahat para sa malinis at maasahang pamahalaan na may malasakit sa bawat Pilipino.
